
Section 1 reviewed Malaysia’s past and recent agricultural policies and analysed coherence among the recent agricultural policies. Section 2 discussed the public institutional set-up in Malaysia’s food supply chain. Section 3 analysed functional coherence among the 67 agencies under the purview of the implementing ministries in the food supply chain. Based on publicly available information, the functions performed by these agencies are categorised into 36 categories of functions and are mapped in a Sankey diagram (see below). Section 4 of the report provided an inventory of Malaysia’s food laws and regulations pertaining to agriculture, food safety and quality as well as consumer protection.
It is hoped that this study has promoted greater understanding of the functioning of Malaysia’s food supply chain in terms of agricultural polies and public institutional roles, and in turn, would lead to better coherence and alignment of functional roles, policies, decision-making as well as resource allocation.

Based on the profiles of the implementing ministries and agencies (as of January 2018), this study identified a total of 36 categories of functions. The mapping of these functions to the respective implementing agencies, which are, in turn, mapped to their respective parent ministries, is illustrated in a Sankey diagram below (two-dimensional version of this diagram is shown as Figure 32 in the report).
Each line originating from the left panel of the diagram indicates a specific function performed by an agency; these agencies (shown in the middle panel) are, in turn, mapped to the parent ministries in the right panel of the diagram. The multiple lines in the diagram reflects the complex nature of the food supply chain, given that there are 67 agencies performing a total of 36 functions relating to the food supply chain.
