What opens a policy window for change?

On 23 September 2026, KRI hosted Viddy Ranawijaya from University of Erfurt for a Brown Bag Seminar titled “Windows Without Change: Platform Governance, Regulation Logic, and Limits of Policy Change in Indonesia and Malaysia.”

The seminar looked at how issues gain political attention and what happens when a policy window opens. The visibility of gig workers can bring greater public and political attention to their concerns. In Indonesia, the large role of MSMEs also gives the sector greater electoral significance. However, attention alone does not necessarily lead to structural change since the outcome depends on how the different political streams come together and how actively government actors engage with them.
